Solved worldguardproblem

hi, so i got a mall with shops, i want to protect the mall with a region (created with worldguard and worldedit) and i want every shop a own region which i can rent out for people to make theyre shop there (a region in a region) i tried but you can buy the shop region but can't do anything because its in the mall region. And creation the region for the mall without the shops in it is impossible without making 10 000 regions
i know there is a way (cuz i saw it on another server)
so... what can i do?

 

Make a large region that encompasses all the shops.

Then for each shop, create a smaller region and set it to a higher priority. For example:
/region setpriority shop1 2
/region setpriority shop2 2
