What I want: Before you start suggesting hundreds of plugins, I know there is a plugin that specifically does this. However, it doesn't work due to the fact that my server is 1.8 and the plugin is 1.5 or something. So, basically, this is what I want. I want a plugin that allows you to, once you step in, get any potion effect for 1 second. It will repeatedly give you the effect until you step out. It will act like a perm potion, but once the player isn't in that region, he will stop getting the 1 second potion effects, and run out of that potion. Hope this actually makes sense and doesn't sound like a garble out of my mouth.

Ideas for commands: /rg flag <name> effect night-vision-1,speed-2 (or something along the lines of that)

Ideas for permissions: regioneffects.create

When I'd like it by: As soon as possible.
