WorldGuard Permissions Plugin

Suggested name: WorldGuard Per Region Permissions

What I want: A plugin that makes it so when you enter a region you gain a permission (may have to be defined in a config) and when you leave a region you don't have that permission anymore (you lose that permission node), until you re-enter that region.
Ideas for commands: Not sure if they would be necessary or not

Ideas for permissions: N/A (No perms necessary)
