WorldGuard, Guest Area.

Hello, I am attempting to make a Guest area with WorldGuard. I have done this before, I also had someone help me before too. But now it will not work.

In the guest area I want the Guest to be only able to build in the Guest Area. If possible make the people above Guest can not build in it but can build everywhere else. (Except restricted places.)

Steps I do:
1st, do /region addmember __global__ g:Member
2nd, do /region addmember guest g:Guest
Members can build in the guest area but not in the rest of the map... Trial and Error. Everytime I do it, it gives me a different output.

Can someone give me some steps.
