   How do I use world guard to make it so I am able to make it so some people can not enter it and some people can enter it? How do I do that? Any help could help please.

   You need to create a WorldGuard region by selecting the area you want restricted area to using WorldEdit, and then typing
   
   /rg create <name of region>
   
   Then you should set the entry flag to deny, by doing
   
   /rg flag <name of region> entry deny
   
   This will make anyone except OPs unable to enter the region, so to let others in, add them as members using
   
   /rg addmember <name of region> <playername>
