Of course it can, but anything good for windows is often $50+ I'm not trolling, I remember when we wanted that at work we found only that, maybe the situation changed.
The free version of Dataram's RAMDisk supports volumes up to 4GB and automatically saves the volume to a file during reboots, but it's still probably a good idea to schedule regular backups with a 3rd party utility such as Corbian Backup.
