What Town plugins are there?

I'm trying to find a town plugin for my server.

I've been using Towny, but it... isn't going to work. The war function simply isn't reliable and decent enough, mainly because it relies on the ability of the conqueror to place a flag (which can be prevented) and it only forces pvp in the contested block, not the entire town.
Factions I dislike because it bases power primarily off population, and the war function is based on kills rather than acquiring territory. It also doesn't place any emphasis on the economy of the town.
MCTowns doesn't appear to have a war feature and is vague about how it works.
HeroStronghold looked really good at first, but I dislike how every region has to be a perfect cube, and, like Towny, it doesn't force pvp to turn on in the event of warfare. (It's also rather complicated, but that's not a long-term issue.)



Does anyone know of town plugins besides these four?

Those are the two major ones.

 

I just listed why I wouldn't use those two.

(Also, there's a Towny separate from TownyAdvanced? I've only seen advanced...)
