What plugin would be good for creating protected areas with subprotection?

As the topic states.

For example we have Town, and 2 residents in it. I want to create separate protection for the town, and for those two residents mansion so it would look like this:

Resident Can build in His protected area, but can't in other players areas, or in city streets.

PS: Something other than world-guard, I've tested, it can't do this... also recently it even won't start on my server (won't load when server is starting, with loots of errors)
