What does the spawn-protection value in server.properties mean?

    "spawn-protection=16"
    Is 16 the radius or the diameter?
    Is the shape a square or a circle?
    Does it go from the actual spawn(Using SetSpawn, will it be from the global spawn you set?), or the original spawn when the world was generated?
