Okay, I was playing GTA IV and I think the wanted levels would be great for PVP servers to keep people from dominating others because there is a risk they take when killing someone, it would need to work like this: It needs to detect factions, and when it sees that a player is in a faction that rivals another, it automatically takes off the bounty. Anyone else it does this: 1 kill = local wanted level, with a wanted prefix before their name, when the player leaves 200 blocks of the murder area he loses all wanted levels 4 kills = global wanted level, with higher bounty, and cannot evade this like the previous one 8+ kills = global wanted level, each kill after this adds money to their bonty IF you can please try to make it work with iconomy
