   Is it possible for me to make a bungee plugin that makes use of the api within a plugin in one of the spigot servers.
   
   So for example if vault is running on a server and I'm making a bungee plugin, can I pull the players balance from vault on that server using the api in the bungee plugin?
   
   If so, how?

   Offline mode is not supported by Bukkit
