Do you need permission from a abandoned project's owner to repost their plugin but update it?
It depends on the license the author released the project under.
So, I wouldn't under this:
Everyone is permitted to copy and distribute verbatim copies of this license document, but changing it is not allowed.
As I'd be updating the plugin.
That means you are not allowed to change the words in the license if you are using the license.
gplv3 does allow you to update and redistribute a plugin if it is licensed under it, however there are heavy stipulations to it. You should read through the entire license and understand it before doing so.
So I would be better off asking the current Author if I could take-over the project?

No, you would be better off researching and understanding licenses before putting your work into the wilds of the internet.
