Updated plugins, now no one can build!

Hey guys, I am really stumped and could use your help.

Today I updated several plugins (Vault, WorldEdit, WorldGuard, NoCheat+, LWC, Essentials, LogBlock, Multiverse) and installed 2 new ones (DynMap and WorldBorders) and my server has reacted badly.

1) No one can build or break blocks. I get the message: You are not permitted to place "block" here.
2) My chat now includes the "world" name along with rank and player name.

I am confused because I did not edit any config files except for DynMap and WorldBorder.
Does anyone recognize this exact error message? What plugin is sending it?
