Question Unable to build in or out of spawn area

    I have changed the spawn area in /gamerule spawnRadius to /gamerule spawnRadius 500 becuase that how much i need, but the problem is that no one other then opped can build inside or out of spawn, no matter how far they go they can't break a block it says "You are not permitted to break (Block) here"
    and this is pretty frustrating as its an smp server, I tried changing the spawn radius to 1 but no change, also The plugins i have are all of the essential ones, Staff Plus, coreprotect, worldedit, and permissionsEx. If anyone has encountered this problem and fixed it or just knows the solutions please tell me as I am new to server creating but I'm intermediate at coding.

    @WickedRainG Your players are missing the build permission for Essentials

    @timtower I had given them this permission essentials.build.* and this modifyworld.* isn't this the perm to build?
