Triggered Broadcasts, is this a plugin?

I want a plugin that can trigger broadcasts like so:

Steve: What are you doing?
Lucy: Nothing, I'm bored.
[Broadcast]: Hey Lucy, if you're bored you should visit the forums at www.example.com

Lucy triggered the keyword bored which made the server broadcast that custom message.

I've seen this done before, but it was a custom plugin - none the less, time has passed and I'm guessing this is a plugin now.

Anyone know where I can find a plugin like this?

Totally unrelated plugin that just might work...see "Custom Shouts" http://dev.bukkit.org/bukkit-plugins/thuum-fus-ro-dah/
Essentially, the player wont know youre using a skyrim-themed mod it will just issue commands (broadcast) whenever the player types a keyword...lol, whatever works xP
EDIT: Oh and I know its outdated, I can confirm it still works.

Super outdated, people are saying it's not working but I' going to download and test it out.
It's been a year since they updated, curses!

Everything written in it confuses me to pieces, but if you say it's working I'm going to download and give it a try now! I'll update here when I figure it all out. Thanks a ton!
