Towny plug-in command update suggestion/request

Command update suggestion/request:
/town
*claim - Mayor command to claim the townblock in which you stand for your town.

When a mayor claims a plot for the town, I would like a one block cobble barrier to be generated enclosing said plot for those blocks ground level and under, right down to bedrock.

This would serve two purposes...to clearly indicate the borders of each plot and also keep residents from encroaching into neighboring plots unless it's welcomed. Especially when said neighbor is offline.

This would also keep players from entering town resident plots via large caves or caverns that are difficult to block off, or mineshafts and get more people to venture into the wilderness in other ways.
Would this be possible?
