Tools taken from players

I really hope someone can help with this, it really is driving me nuts
If an Admin gives a tool (shovel, axe, pick, hoe) to a player, the server seems to remove it in a
short time saying that they don't have permission to use an admin tool. I tried to overcome this
by selling the tools in my shop, adding enchanting signs, and letting players make their own. It
still happens. It seems that the players can't have anything enchanted?
Not sure if this is an old issue been resolved, and I apologise for my ignorance.
