    I think a tick would be 1 second , might be 2.

    It's actually the other way around, there's 20 ticks in a second.

    I think it depends on how laggy the server is, so you can't really exactly measure 1 tick.

    It's very close to 20 ticks per second. When it's not you get "Can't keep up! Did the system time change, or is the server overloaded?". Since the day time duration is dependent on the tick duration it should be pretty accurate unless your day is naturally much longer than 20 minutes.
