Plugin Help These Codes won't work!

So I've made a small little survival server with the Essentials plugin. I have looked through forums and videos and so many things but none of these have helped.
Currently my problem lies with being unable to enable signs, and shout chat.
I've done what the codes tell me too with removing the # symbol. The signs in game just appear blank after entering the text in game.
Shout just doesn't work at all. I've added the permission to the players, and I've set a radius but it refuses to work.
I've gotten rather frustrated with this so I would love help soon! Thank you!

 

Is your chat radius set to 0? Thats what you want to do for that. That's the chat radius by default.

As for signs, from what I've seen they don't work on 1.10.2+. It may be worth your time to look in to using "AdminShops" from the plugin ChestShop.
