[Tekkit Plugin] Limit the amount of blocks a player can break in # amout of seconds

Hello,

I am just looking for a plugin that will limit the about of blocks the player can break within a set amount of seconds(through a config). It's tekkit 3.1.2, so it would be CraftBukkit-1.2.5-R4.0. It would also ask you in the config if you want to just prevent or kick.

I need this because some of my players like to use destruction mining tools to take down houses quickly. I am okay with that part, but the amount of blocks broken per second is around 120... This crashes my server.
