Plugin Help Summon fireworks on a player

I'm sure we've all seen on most servers you when a player wins a game fireworks will spawn from the winning player. I'm trying to do something like that, and am wondering how to go about doing it? Would /summon support spawning relative to the player, or do I need to use something else, perhaps another plugin?
