Specific Flint&Steel Usage WorldGuard

I have essentials and WorldGuard installed. WorldGuard seems to override essentials control over flint and steel or I would use essentials for it because it has a specific permission that I can give people from what I can see.

Unfortunately I rely on WorldGuard for making regions, so I need to use it to block flint and steel since it overrides essentials when essentials is set to prevent but WorldGuard is set to allow.

Is there a way I can allow staff members to use flint and steel but block it for everyone else with the conflicting flint and steel plugins? I tried searching the forums but all I could find were people try to unblock flint and steel.
