[Solved] What if there was a world edit that used blocks from your INV?

I was thinking, and on many server's, normal users such as citizens would like to use world edit too. But it wouldn't be fair to have unlimited supplies. So what if everyone had the wand, anyone could use it, they could bind it to their own tool, and when they use it, it uses both their money and there resources?

Is it possible?
Whats an estimate?
Is it a good idea?

And most of all... Is it already made?
