Solution to stopping transparent texture packs.

Hey there, if you are reading this and wondering, "Whats a transparent texture pack?" Well Simply its an edited terrain.png file that someone has created and "Erased" the textures such as stone, grass, gravel, etc.. What ever it might be it can be easily used as an Exploit on PvP servers making it easy for people to find your hidden base or even get minerals easily.
So whats the solution? I have thought up a way today and im not sure is entirely possible, or might have some flaws. But to the point, making it so thats servers override client texture packs, and forcing the server to use that texture pack its set to, wether its the default one or some custom one.
tl;dr
just please make it so that the server can overwrite what texture pack you have on.

afaik not possible, not without modded clients.
That would be another security risk, more trouble than it's worth.
