Smart Anti cheat plugin

Suggested name: Smart Anti Cheat or SmartAC

What I want: I'd like an Anti Cheat plugin that has the following special features:
If there is staff online, the anti cheat only notifies staff and if it's a really bad cheat, it should block it.
If no staff is online, the Anti Cheat should block the cheat and even kick or tempban them when it's more obvious they are cheating

Ideas for commands:
/toggleac - Turns the anticheat off (or on)
/toggleac <Type of cheat> - Turns this type of cheat off (or on) (eg. KillAura)

Ideas for permissions:
smartac.staff - Shows notifications to the player that has it and the plugin doesn't ban hackers if the player that has it is online
smartac.notify - Only shows notifications to the player that has it
smartac.exempt - The player that has it won't be checked for Hacks
smartac.toggle - The player that has it can run /toggleac and /toggleac <Type of cheat>
