Solved Simple connection problem using a port besides 25565

On my server, I tried running 2 different servers at the same time. The IP is 64.139.95.98
both ports 25565 and 25566 are forwarded and I'm waiting for Comcast to reboot so the port 25567 is forwarded.

anyways when I tested by using my phone tether on a different computer besides the one i'm hosting the server on and connecting through the server at 64.139.95.98:25566 and I connected flawlessly

my friend who is helping me test says he is getting the error "Can't Reach Server"

can someone else see if this is on his side or my side?
the IP is 64.139.95.98

note: when the port is 25565 the server works also.
note2: is it possible, its impossible to run 2 servers on a powerhouse PC?

build: 2083
Windows 7 64-bit
Java 1.6. 0_31

the tester replied back and he didn't type the IP right so I will guess there is no problem, sorry
