SignShop not working?

hello. today i have been experiencing some issues with SignShop. ( http://dev.bukkit.org/bukkit-plugins/signshop/ ) not essentials sign shop. when I try to create a sign, such as [toggle] for redstone, or just the simple buy or sell sign, it tells me what i need to do to link up things, but when i do so, it fails to work. and the post does not explain much on installation or how to use it. I do exactly as the tutorials say but nothing happends. do I need another core plugin besides Vault?
