Problem/Bug Server runs fine but won't open to the public.

Okay. So, I set up my server recently. (Today.) Ran it, installed plugins, ect, and set up all the permissions.
I go and give my friends the IP, And It doesn't work. I've portfowareded, Reportfowarded, and Idk what to do.

in the server.properties file try turning it to offline mode. if that doesn't work, make sure when they enter in the ip, it has the port after it. example "your.ip.here:25565"

Neither of them work.. I don't know what I did wrong. Should I just start over?
Edit: Completely started fresh, Redownloaded everything including the craftbukkit Jar, Now it wont even run on Localhost. I am very confused here.
Edit 2: I even switched to Spigot, still the same problem. Atleast I can connect to the server with localhost now, but still No one can connect.

 

You may not have port forwarded properly, you may have opened the port, but didn't forward it to your computer?

I've reportfowarded multiple times, triple checked if my computers IP Is right.. Portfowarded to 25565, with my computers IP. Yet still it wont work..

 

Are you sure your giving them the right ip? if it starts with a "192" then you are using the wrong ip, it should be the external ip, not your internal ip. if that isn't what it is, it might be something to do with your firewall or antivirus blocking it.
