server ip* is what players would use to join your server. they would type in, for example, 72.130.204.108:25565 into the multiplayer direct connect and then be able to join your server.

aha, theres da problem! joking aside, I did some researching on google, and could not find any definite description for what its purpose is. After looking through some forums though, i found a post in a thread where someone was having issues with his server, and he was told that he had some configuration options from old or dev versions. So to put it shortly, the option most likely does nothing and is from an old or dev server config
