Problem/Bug Server not running. Connection Refused

Hai there, first time poster so please don't be too harsh with formatting etc. but please just tell me should I disobey any of your rules!


So I was setting up a new BukkitCraft Server not using Hamachi, did all the Port forwarding and used NoIp to have a not changing IP address for the players to join on. I can connect to the sever using localhost as the connecting IP or using my normal address on other PC in the same network, when I try to use the NOIP host I can't connect, getting the error message >>java.net connectexception connection timed out no further information << I've tried turning the firewall off and connecting - same result. Any ideas what I've done wrong? Cheers for any help

Okay, thanks changed it.

 

@Emperor_TingleTangle, your port forwarding is bad. I have had things up before and have never needed noip. Do a traditional port forward.
