Plugin Help Scoreboards

I'm sure we've all been on at least one or two servers with a nice scoreboard on the side that will display things such as moving text, website info, your rank on the server etc. I am looking into getting something like this but am wondering how to do so. Is this something as simple as using the /scoreboard command to make these really nice scoreboards or is it a manipulation of another plugin or a plugin completely to itself. Any help would be appreciated, sorry I'm a noob when it comes to this sort of thing.
