ScarredMiners [Tokens]

Suggested name: ScarredMiners

What I want: I want that every SET NUMBER of blocks that the player receives a ScarredToken in their inventory or if it is full straight to their balance. Then i want them to redeem them one of two ways which ever one is easier for you

1) This is the preferred way, when they issue the command (/upgrade) while holding their pickaxe it will bring up a gui with many options

2) Signs to redeem tokens like:
[ScarredTokens]
Haste
3

Finally, both of those ways must accomplish one goal, those tokens must upgrade the pickaxe they have so if everyone has a 15 pickaxe [Efficiency 15, fortune 15 unbreaking 15] and they spend X AMOUNT of tokens to upgrade efficiency it will turn into a pick like [Efficiency 16, Fortune 15, Unbreaking] The tokens must also be redeemable so they can physically hold them. Also besides the main enchants I want explosion to be added.

Enchant Costs:
Effiency 1 [MAX:1000]
Fortune 3 [MAX:500]
Explosion 5 [MAX:500]
Haste 15 [MAX:2]
Speed 30 [MAX:2]

Ideas for commands:

/ST (see token balance)
/Upgrade (if option 1 is picked)

Ideas for permissions: NONE

When I'd like it by: Anytime i figure this will take a while.
