Resource Pack + GUI plugin

Suggested name: DJJumpsRP

What I want: I need a plugin that opens up this GUI when a player joins the world DJJumps. I would like the GUI to be unclosable until the player chooses either of the jukebox buttons.

I would also like a feature where if a player does not have X permission (definable in the config) then for the second jukebox (on the right) the item lore and command/message sent is different.

If a player does have permission to use the jukebox on the right or clicks the jukebox on the left (in the GUI) then the GUI is closed and a resource pack is sent to them.

Though if a player has resource packs disabled, I would like the player to be kicked from the server with a definable message in the config.

Once the resource pack is sent the player I would like a definable config message (if possible) to be sent to the player.

This plugin may seem big on the outside but it is relatively simple and I do need it very badly.
