[Request] A plugin that blocks redstone circuits

I run a fairly large server and I'm experiecing tons of cpu usuage from what I suspect is having shitloads of clocks and circuits going on. Is it possible that a plugin can be made to block these things from happening on command on/off?

[MECH] Redstone Disabler V1.0 - Disable Redstone Charge Propagation [1000]
Features:

• Allows you to toggle without restarting the server
• No guarantee that blocking Redstone charge propagation will speed up server
• I make no promises that it will not break complex Redstone circuitry.

Commands:
There is a single command:
/disableredstone - toggles the state of the plugin

Permissions:
There is one permission node for the superperms. It is not compatible with Permissions v2/3
redstonedisabler.disable – allows you to change charge behavior
