since your probably useing some site software of somekind theres probably an addon for the software, i dont know but i think it might be a feature for the Diamond Servers at minecraftservers.net (they pay to have their server listed at the top of the home page of the site but i dont know for sure.
Me and a friedn recently made a plugin which does 99% of what you asked (But not diamonds ofcourse )we would be willing to create the plugin and server/website part. I'll PM you more with some details
Well the website is hosted by enjin.com, i suppose its a premium feature package, were you can add modules, as the website provider does support certain features for certain games, same thing again here at www.minetown.net They all have the same system

It's a custom PHP or Javascript script that they have got custom made by a web developer I guess. People do pay for these scripts, I don't think you need to have an enjin website with premium subscription to have it. I'm not sure if this is right.
