   I've been trying to figure this out for a long time. I've gone through the config, the Locale file located inside the jar, but nothing. How do I disable this!?

   Negate the permission node associated with the /mail command.

   Once you go to that website, pick the version you are using in the dropdown, then type "mail" in the search window. When it shows you the mail command, click the green plus button to expand the information down which reveals 3 permission nodes related to it. Depending on your permission plugin, you negate the nodes by adding an extra hyphen (-) to the beginning of the node or a caret (^) symbol.
