Removing factions 'claim' option

Is it possible to remove the possibility for people to claim eachothers land, but still be able to claim chunks that belong to the wilderness?

If I were to remove the whole claim permission people wouldn't be able to claim at all, I however just want them to not be able to claim other peoples land.

Anybody have an idea?

Whats the point of having factions then?

Sorry I just don't like it when people use factions for land protection (nothing personal I just love raiding). Try setting it so players don't lose power on death, that way they power won't drop too low. Only problem is if they claim too much and people leave it can be claimed by another faction
