I am surprised no one has made this or requested it yet. Could someone make a plugin that registers users as griefers and puts it into a log. Then when a server owner is thinking about adding someone to the server, they can look at this and see if he/she has ever griefed.
look into MCBans as they keep a global list of people who have been banned from a server running their software and the reason
