Question regions.max-claim-volume limit for groups

I am trying to set up regions.max-claim-volume for different groups
for example:
players can claim 1000 blocks
moderators: 3000 blocks
admins 5000 blocks
and so on!
but in worldguard config its written only 30000 and means for all players

Maybe its something to do with world edit?
