Rankup with required items

Is there a plugin for when the player has something in his inventory then a command set by you runs and the player gets a runkup? For example my plugin for permissions is PermissionsBukkit.

Hi, I recently made a skript that does something similar to what you are describing.
When a player right clicks a certain item (configurable), console executes a command (configurable) and it then removes the item from the players inventory.

Make sure you add the dependencies I have defined. It should work on all versions of mc but if it doesn't then tell me.
