Plugin Request Rankup plugin through Achievements

Hello there, I run a survival server. I am tired of people getting ranked up depending on playtime. I want my server to have a twist compared to all the others. So, what I would want it to do is when a player has reached x amounts of achievements, they are promoted to the next rank. So if they are Default and they get 5 achievements, they will be promoted to Settler. If the config could be customize-able for the amount of achievements per rank, and what rank they can be promoted to that would be awesome. Plus being able to customize the message when they get promoted like "%player% has earned %x% amount of achievements and is now %nextrank%!"
