[question] rules for the plugins get approve

Hello,
at frist I'm sorry if this is OT or such silly question.
But are here rules to plugin get approve, bcz I din't find anythin.
I'm asking because of here are a lot of "duplicated" plugins .. for example, here are tons of teleport plugins which is really confusig when choosing right one.
And when I choosed 2 tp plugins bcz one has what the second one hasn't, I can see they have some identical commands (I think they will interfer with each other) and when I'm ask author of plugin to add some my ideas (wishes), he answers me I can do it by other way (but that wasn't taht wat I wanted)

I think plugins should be more moderated.
