Question about WorldGuard regions/Simple Region Market

Okay so I'm working on this server and trying to make player apartments/shops with Simple Region Market. I was wondering if there was a way I can create a region, and than allow the owner(s) to build in that area but not break any of the blocks originally there. Is this possible with WG/SRM/ or possibly even with another plugin?
