PvP ist not working!

Hello,

yesterday I installed the Plugin War and it worked perfectly. But after a restart PVP didn't work anymore! But PVP is true in the server.properties.

I have WorldGuard installed, but even if it's disabled PvP is not working. PvE works.

Well, i'm not using regions in WorldGuard but anyway, it's already true. Any other solutions :/?

 

Did you figure this out? PVP is not working for me either. I have pvp=true in my server.properties and in worldguard world configs.
