PvP in certain areas?

Could anyone make a plugin where you can set in which areas PvP is enabled/disabled?

I know there's town wars and such, but I don't need those town features. I just like to have it for certain areas.

PvP is default disabled, but for small things like an arena I'd like to have it enabled.

I know I can use WorldGuard, but the server.property has a higher priority, I guess. I would have to enable PvP and then make enormous areas PvP disabled with WorldGuard.

This is exactly what I had requested a while ago. Still nothing like this that I know of.
It confuses me as to why developers don't release a mod like this.

 

Yes...I too would love this as the WorldGuard way just isn't even reasonable.

Try using epic zones. This plugin allows you to create any shape/size zone you want, includes the turning on and off of PVP in zones, and allows for other things.
