Plugin Request Purge Plugin for a server

The last 3 months ive been making a server and modpack, we have over 2k downloads, we havent released the server just yet, because were missing a few things. I need a purge plugin,
Needed features:
- a reward to the player with the most kills
- disable all player house protection for the purge
- have a set time during the week
- start and end purge commands
- countdown to the purge
- reminder of how long of the purge is left
- reminder of how long until the purge is
- have a rules command
- wanna have like care packages that drop randomly during the purge, with loot in them
- wanna have a ban system so i can ban someone from the purge

Command ideas:
/purge - shows all commands/help
/purge start - starts the purge
/purge end - ends the purge
/purge countdown - shows the purge countdown globaly
/purge settime (timeyouwant) - set the time the purge starts (wanna have it start every friday)
/purge carepackage random - send one out to a random location
/purge carepackage (player) - send a carepackage to a certain player
/purge info - how to play the purge/instructions/info
/purge ban (player) - ban someone from being in the purge

Whoever helps with this will have admin powers on the server were building, if they would like.

BTW im running a cauldron server which is a mix of forge and bukkit, giving me the ability to use forge mods and bukkit plugins
