   You shouldn't be using -Xms, you should be using -Xincgc unless you really know what you're doing
   
   Try running it via command prompt and see if it gives any output

   What I meant was:
   Open Command Prompt (Windows+R, cmd, enter)
   cd C:\Wherever\Your\Server\Is
   whateveritscalled.bat
