Simply entering a region will teleport you to a random location within a radius (Use WorldBorder as a radius?). If not that, simply entering a region runs a command. I would use this to run /RandMan (http://forums.bukkit.org/threads/tp-randman-v1-0-2-teleports-players-randomly-1060.31567/)
