/plugins command will not work with normal permission node

I'm running Craftbukkit version 1.2.5-R3.0-b2203jnks AND Essentials Group Manager for my permissions plugin. I cannot get the /plugins command to work by using the "- bukkit.command.plugins" node. However under my owner group which has [*] for all permissions, it works. Is there some other permission node that i need to use or is am i typing the bukkit node incorrectly. Please help. I'm also using Essentials.
