Plugins aren't working?

    Alright so i'm using plugins and stuff for my server and then I installed PEX then I did /plugin and it was colored red instead of green here's the photo link http://gyazo.com/3fe02a6ad0c51bac74ba48962348420e can anyone help me please I can't set perms for the people now
